Coalition Must Take Now Risks with Policies & leaders
In yesterday’s Commentary I argued that, given the latest Newspoll (and for policy reasons too), the Coalition should “change courses” asap. I also sent a letter to OZ (unpublished) advocating the cancellation of Turnbull’s membership of the Liberal Party. My advocacies are based on my perspective that, although risky, the Coalition needs to take risks now if it is to have any chance of winning the election and that an improved set of policies would in any event provide a better starting point in Opposition to a Labor government.
Coalition Remains in Serious Trouble
Due to a major technical problem which put my computer out of action for two days (possibly caused by a hacker I was advised) I am now in a catch-up position in regard to circumstances where numerous pre-election statements have been floated around by both major sides of politics. It has almost seemed like a new policy per day, which seems unlikely to have attracted votes because of the limited attention by the Coalition to explaining benefits. One commentator even described Morrison as a Muppet and, despite his increased media appearance, it is difficult to see a closing of the polling gap next time.
Border Controls; Early Election Now Likely
On Tuesday I referred to Andrew Bolt’s suggestion on Sky News that the decision by Labor to push legislation through the lower House allowing asylum seekers on Nauru and Manus Island to “doctor” themselves to Australia for treatment without ministerial approval and, by obtaining court approval, to then “recuperate” here for a indefinite period. With the support of the Greens et al, this legislation has now passed the Senate too but, despite his strong attack on Shorten and accusation that he has broken what had seemed a bipartisan agreement on border control, Morrison has said that he will not call an early election. Even so, Bolt tonight again repeated on Sky News his advocacy of an early election by taking advantage of the policy windfall provided by Labor.
Newspoll; Chief Scientist Finkel
In yesterday’s Commentary I said that, while an early election as suggested by Terry McCrann would risk the Morrison government being portrayed as a “cut and run” attempt at winning and avoiding outstanding issues, it would have the potential to bring the Liberal party closer together and take advantage of various issues on which Morrison seems actually or potentially head of Shorten, including the now near absence of Turnbull as a policy maker. In particular, an election in March would “lock in” the likely favourable budgetary and economic forecasts in the MYEFO publication (next Monday) and prevent any significant change in the Pre-Election Economic and Fiscal Outlook (PEFO) which is made by Treasury before an election.
Victorian Election
The extent of the Coalition’s loss in the Victorian elections far exceeds predictions in pre-election polling: it looks like a 5% swing against the Coalition which could mean they hold only 25 seats in a Lower House of 88 total seats and could lose 5 of their 16 seats in the Upper House, which has 40 seats. As such their capacity to constitute an effective opposition will be difficult, to say the least. The unanswered question is why such a loss has occurred particularly in the so-called sand-belt area on the east coast of Port Phillip bay which would include middle income groups.
Morrison Active But No Major Policy Statements
My last Commentary (4 November) was headed “How Much Longer Can Morrison Last” and suggested that he must quickly address major policy issues and stop announcing handouts mainly designed to demonstrate that he is an “active” PM. But his decision to establish a electoral promotion bus to travel around parts of Queensland has so far not produced major policy statements. Of some interest is that senior Queensland Liberal Steve Ciobo (who voted for Dutton in the leadership spill) “refused to say yesterday whether the leadership switch to Mr Morrison would help improve the government’s stocks in the state”: ‘I don’t think it serves anyone’s purpose and I also don’t think, frankly, that Queenslanders or indeed Australians more generally, care about what’s happened,’ Mr Ciobo told Sky News (see Morrison Qld Bus Tour).
Last Weekend for Turnbull?
I suggested in yesterday’s Commentary that Turnbull’s proposals on NEG policy (sic) have created a chaotic situation in which changes now seem to be made almost every day in an attempt to persuade rebel MP’s to re-think their opposition to the policy and avoid resignations by some Ministers. These rebels are particularly opposed to any legislation which seeks to lock in the 26 per cent reduction in emissions under the Paris accord. It should be noted that, while 10 rebels have been publicly identified, there appear to be others who are also unhappy with some of the existing NEG proposals. Former Major General Jim Molan (now a Senator), for example, told Sky News last night that he did not accept any legislation endorsing the 26 per cent reduction in emissions.
Bolt on Turnbull, Important New Rebutalls of Climate Policy, AFR Off-Track
Next week is the last for Parliament before it takes a month’s break. Turnbull will be trying to divert attention away from “difficult” issues, such as the Finkel Blueprint, Turnbull’s attack on Trump during a speech at the Winter ball, and the publication of a book in which the author claims that Turnbull told him he joined the Liberals only because Labor wouldn’t have him(see attached Bolt on Turnbull & Finkel).
Abbott’s Challenge on Policies & Trump’s Climate Change Policy
This morning I sent out a Commentary which referred to a Weekend Australian article in which Paul Kelly argued that recent policy announcements suggest there has been “a repositioning of Turnbull”. I suggested he may have realised that “something has to be done” to reverse Labor’s favourable polling and to minimise the risk of a challenge to his leadership by Abbott during the Christmas-New Year period.
Shortly after the distribution of that Commentary a report appeared in The Australian on remarks made by Abbott, apparently in an interview on Sky News, suggesting he was seeking a recall to Cabinet and outlining issues on which the Coalition should focus in the period ahead (see attached Abbott is Repositioning Too).
